Oak Ridge
Management
Oak Ridge Management is the institutional originator and IP owner of the CEH™ (Compute Energy Hour) standard — built to operate at the intersection of infrastructure development, capital allocation, and applied intelligence. The firm functions as the institutional home of the CEH™ standard and the sponsoring entity for the DGE&I infrastructure joint venture.
Oak Ridge Management is not a fund and does not describe itself as an investment manager. Its capital activities are conducted through specific project vehicles — distinct from and not constitutive of the CEH™ standard.

Daniel Cobb is the Founder of Oak Ridge Management, originator of the CEH™ (Compute Energy Hour) standard, and the architect of the DGE&I behind-the-meter compute infrastructure framework. He works at the intersection of energy infrastructure, capital structure, and applied intelligence.
Oak Ridge Management was founded to establish a neutral, auditable standard for measuring compute energy efficiency — and to build and fund the infrastructure that demonstrates what superior CEH™ performance looks like in practice. The two activities are distinct but related: the standard is the measurement framework; DGE&I is the first deployment that applies it at commercial scale.
The firm's approach to the CEH™ standard mirrors the model of standards bodies that have successfully created durable measurement infrastructure for adjacent industries — Green Grid (PUE), MLCommons (MLPerf), ASHRAE (data center thermal guidelines) — where a relatively small originating institution establishes a methodology that the broader industry validates, adopts, and eventually submits to formal standards bodies.
That is the explicit goal for CEH™. The standard is open, the methodology is public, and independent replication is invited. Oak Ridge Management's role is to maintain the institutional home, manage the versioning process, and coordinate the co-publication and standards body submission pipeline.
Three distinct constructs operate under the Oak Ridge Management umbrella, each with a defined role. They are related but not the same thing.
